Why are the lengths so WEIRD!?!?!?!?!

The waist and legs fit normal, but I am so confused about the length sizing for all the flare pants I have bought from Athleta. I am 5'8, which is not all that tall, but apparently too tall for 'regular' flare pants. 'Regular' length pants are far too short - my mom would say I look like I'm waiting...

The waist band is NOT soft and comfortable like the salutation jogger. I got these in small like my way comfortable salutation jogger, but the waist band is a lot tighter and this causes the pants to ride up. Such a bummer!
