Why are the lengths so WEIRD!?!?!?!?!

The waist and legs fit normal, but I am so confused about the length sizing for all the flare pants I have bought from Athleta. I am 5'8, which is not all that tall, but apparently too tall for 'regular' flare pants. 'Regular' length pants are far too short - my mom would say I look like I'm waiting...

I am so disappointed with this pants. I have bought a number of xs skorts and they fit perfectly for me. Therefore, I decided to get a size xs for this pants. when I received it, I thought it was for a 10 year old girl!! It was so small and I could barely get it on, and of course this is a final sale! I think I would need a medium, which I would have never considered, as I am only 5' tall and weigh 100 lbs.
